ICM WEBSITES took money out of my account for $139.95. I had authorised for $2.97, after 3 days they charged $139.95

I had authorized ICM Websites to charge my credit card $2.97 on 05/03. There were no email or postal mail confirmation about this charge.
I had received my credit card statement on 05/17 and found ICM Websited charged $139.95 on 05/06 which I did not authorize. And about this charge I was not notified by regular mail or email.
ICM websites said I am suppose to get some packet which I never received by email or by regular mail.
I called ICM Websites on 05/18 to cancel the account and refund the $139.95 which they refused. This is a rip off.
I lost hope of getting my money back.
