Puchased online and never received

I purchased two pair of shoes from shoe-wear.com, europeanluxury.com and received one pair, the wrong size. I never received the second pair. I have contacted them multiple times and they are not providing the information for returning the one pair of shoes, nor information about how to receive a refund.
