Art of war central advertises low ping gaming servers. What they deliver however is something much less sub par. Their testimonials are completely biased for one. They delete nearly all their negative testimonials, so hopefully you don't believe those.
The servers they provide are very laggy at times, and unplayable. I tried running a game server there and I could never keep people there because the lag was completely unbearable. After a while, the regular players would just lose faith and not come because it would lag every single evening.
After more than 2 weeks of trading support tickets with them and still receiving sub par service, I asked for my money back seeing they never delivered what they promised, and they declined.
I will say at first their customer service seemed great. They responded very quickly and tried helping. But once my server started to become popular, that is when the lag begun. I would fill the server, and it would lag horribly and people would leave. It takes quite a bit of effort to fill a game server, and to lose people like that is very disheartening. After I started complaining about lag, the customer service dropped considerably, taking days for a response. So what seemed like quick response drastically changed.
Just beware. They may be fine for a 10 man match server, but don't expect a full server with something around 18 man or great.
