Bought a dog through Paypal for $500. Credit card was charged twice. Been two years and still no money back!

We bought a dog through Paypal for $500 in December. Our card was charged twice by Paypal. We have filed numerous complaints ever since and we have still not received our money back! Whats the point of using a merchant service if they won't even correct their own mistakes?
