Install Impossible Near a Hill, $118.90 Still Owed After Refund

I signed up for satellite service, but they were not able to install due to the location of our home near a hill. I cancelled services and only received a partial refund. When we call, they state they can't find our account now. They still owe us $118.90 and we can't get through when we call.
