Company shipped wrong item. After mailing back item, seller claims he never received and never refunded money. Done to numerous buyers

I purchased an item from this company. He sent the wrong item, and said that the item shown was not in stock. After mailing back the item, the seller claims not to have received it back and wil not refund the money.
Upon checking his ebay feedback, it turns out that he has had 78 complaints in the past year and in most of the stories, he is running the same scam. He is either sending a different item, not claiming to receive returns, or sending damaged goods.
