Failed to ship book purchase. Does not respond to email requests for refund. Stockton, California

I ordered a book on 3sacharm.com website 6 months ago. My credit card was charged. I received an email confirmation of my order. I never received the book.

I have sent several emails requesting refund credit to my credit card, but no response from the seller. I called their telephone number, but a recording says to communicate by email.
