Didn't send item filed dispute against me with eBay ripoff

I ordered a box of condoms from this seller through eBay in a "Buy It Now" auction. I knew the terms of sale and paid immediately via PayPal.

I got an email from the seller telling me that the condoms had been mailed to me but the condoms never arrived. Subsequently, the seller filed an Unpaid Item Dispute against me. I responded immediately to the dispute, both directly to the seller and through the official eBay process. The seller has not responded in any way whatsoever and I still have not received the condoms I ordered.

I've been forced to file an Item Not Received dispute against this seller and they have not responded to it in any way either. While I expect a full refund through PayPal, other consumers should be forewarned against buying from this seller.
