First, I sold an item on Ebay, the purchaser felt she paid too much and wanted a refund after she first said she did not receive the item. The item stated no refund/return. She got in a bidding frenzy. Well, Pay Pal refunded her money with out any resolution to me, as I could not get past their options they had listed to respond. So, it caused my Bank account to bounce checks I had written for my bills. She still has my item. Hope she sends it back. Thanks PPal. & Ebay.
The following week, a similar thing happened again. Cost me $106, plus $240 in NSF with my bank! Purchased a mannequin from cosmetique seller on Ebay. He sent me 2, when I only wanted one. I told him of this, he said I paid for 2 due to EBAY's mistake again. HE shipped two, NEITHER of them worked, came wobbly, unuseable. I tried the resolve with the seller, the protocol first, but meanwhile Ebay and PPal just allowed him to refund me $11.50 only and still I am out my other $105, initial amount paid.
EBAY supposedly has closed the resolution and again I am out of money. So, beware if you deal with EBAY and Pay Pal, just DON'T, as I am in the process of eliminating PP and voiding my bank acct and credit card used to set up, having read all the complaints on xx, very informative. I have learned a lot. Hope this helps and saves others from worse things than this.
