Took $159.59 out of my bank account and will not refund me the money. Ripoff

I was looking to download music online and some how agreed to a discount on health benefits. I called when I got my bank statement and was promised to get a refund in thirty days. I still have now got a refund and I have called every two weeks and the company said they are having technical difficulties. It's been 5 months and the technical difficulties are not fixed.
