ATT complaint

Let me start off by saying that I am on a fixed income. When I ordered my phone service from ATT I was told by the representative that my monthly phone bill would be $17.21 a month. I told him that is what I wanted, because I could not afford anymore. This was about 2 months ago. I went to make a call the other day and the phone was disconnected, so I called ATT. The representative said that it was cut off because of non-payment. I told her that I have never recieved a bill. She asked if I had received a conformation letter and I told her, no I had not. Apparently the rep that took my order did not put down my mailing address. She took down my mailing address. I just recieved my bill about 1 week ago. The $17.21 amount was nowhere in sight. The bill that I am looking at right now is $171.92. Now I understand that there may be taxes on the $17.21, but there is no way my bill should be this high. I have called several times and was told that a supervisor would talk to me about my bill, just hold on. After about 30 minutes I hung up the phone. I called back again and was told that a supervisor was not available and that the supervisor would call me back later. I am still waiting and have been for over a week. I feel that the representative that took my order lied to me by telling me my monthly bill would be $17.21 a month. The last time I called the rep told me that they don't even have a plan for that price. If that is the case, why did he tell me that. I would have never ordered service. Needless to say, I am very, very dissapointed with ATT. I really hate being lied to. I really hope ATT can resolve this issue, because I cannot afford a bill like this.
