Problem with billing

I moved to a new address and so I called Time Warner to transfer my service. First of all it took three visits and a whole week to get my service on. Maybe a couple of weeks later I got my first bill for 600.00 dollars, so I called them. I spoke to 7 people who told me they were gonna put in a ticket to get my bill straightened so they told me it would take 4 days and I couldn't do anything in the meantime so I waited 4 days and called my new bill was 500.00 dollars. To make a long story short nobody ever called to tell me what my real bill was, now they want 400.00 dollars from me or they are gonna cut my service off. I never had my service cut off before. I was quoted the price of 170.00 a month but I never got a bill for that amount. Nobody ever corrected my bill now all of a sudden they want all this money. I have a medical machine hooked up to my phone and I live on disability every month. There is no way I can afford this does anybody have any suggestions? If they had told me what my bill was I would've paid it but I was thinking that they were correcting my bill. Now they wait until it's so high that I can't pay it.
