Worthless Rebate Debit Card

After choosing Ciba contact lenses at my eye doctor I was to get a $90.00 rebate.
When I finally got it. It was not a check but debit card from CITI for only $70.00 dollars
The card is worthless. I can not use it to get the cash. I contacted CITI and was told the card could be used for purchases only but it does not work to buy gas nor can I find a merchant to honor it.
So there is just another ripoff from a big company. I will never buy CIBA products again and I will never bank or do business of any kind with CITI
