Best Buy ripoff, rebate not honored, check returned NSF not sufficient funds ripoff Columbia Telecommunications Group

I purchased a 2-set walkie talkie radio set the day after thanksgiving (door-buster deal), Nov 26th with a $20.00 mail in rebate. The company is Columbia (Telecommunications Group, Inc.) and the Radios are model FRS-22SPR. I sent in all the rebates promptly and received a rebate check, I believe sometime in April (the check said check date of: 01-23-04, void after 03-23-04) even though it was mailed after the void date.
I deposited the check in my bank account hoping they would try to cash it. They did and sometime this week (today is: 05-07) I received a notice from my bank that the check was returned because of NSF (Not Sufficient funds, from "the Bank of New York"). It has all the routing numbers on the back of the check showing it was routed all the way to Harrison, NEW YORK for payment and returned back to Wells Fargo of Denver, to be mailed back to me.

Thec check also has some information printed in the Notes / Memo section saying:
"Offer #: OCTG00001, Batch #: B0151866, Trn #: C7271054, Ctrl #: 5668959"
