Unsecured website that makes customer without money & merchandise

I purchased a furnace part (Trane retro-kit09660) on February 2nd from CAPP/USA for the full amount of $193.99. I paid online through their website with Paypal.
I called the company on Feb 12th and 13th. To see why they did not sent the merchandise. After making several calls and talking with several people they finally told me that they did not get the order from Paypal. I sent them an e-mail on Feb. 14th with the copy of the transaction and they told I was going to receive the part in 10 business days.
After waiting for another 12 days, I received an e-mail from Eric at CAPP/USA on Feb. 24th. Saying that their website was hacked and they were not going to sent me the merchandise.
CAPP/USA does not want to be responsible for having a website that is unsecured where hackers get in so easy. So here I'm a month later on February cold without heater on the house and not money on my account thanks to CAPP/USA.
