Ripoff $25 rebate of two-way radio

I bought a two-way radio (model #: FRS-14SPR2) in Fry's (Orange County) on 06/01, but never get the $25 rebate back, I emailed them but no response, and the 800 phone number is always busy, nobody answered the phone.
