Verizon helped me to fix this problem. There was a charge on our cell phone bill for "Premium Text Messaging" for $9.99; we didn't order this. Verizon but a block on it so we won't have this problem again. They said to text 41463 and 'cancel' but it didn't work. This is some sort of scam.
Verizon wireless was helpful in resolving this. They weren't sure how we got this charge but said we must have signed up for it somehow.
