From an account 12 years old, Cingular gave to Collection Agency - bogus account

I cancelled service 12 years ago with PacBell, now Cingular wireless. I was assured at that time that no cancellation charge would apply. I just received a bill from Professional Collection Consultants for $1,931.85. This bill should never had been outstanding as they promised no fee would be charged. This account is over 12 years old!!!
