Bills for non-existing services on verizon bill

I was amazed to find out voice mail services billed to my Verizon bill. When I called Verizon, they explained that it was a thrid party bill and they could do nothing about it, as the FCC allows other companies to include their services on their bills. I tried calling the company, but no one responds. I filled in their customer service request page and did not get anything back. The whole thing looks like sham or identity theft. I am wondering whether to contact the FBI but still need to know a little bit more about this company.

Please let me know if anyone else was a victim of this sham and what their experience was.
