I bought what i thought was a lap top on ebay, but happened to be just a screen. Ebay, paypal, and my bank say they can't do anything South Bend IN internet

This happened last feb. And i have been in contact with this company and they said they'd return my money minus a restocking fee.

I haven't heard from them in over 2 weeks. I don't want it now i bought a dell laptop. He keeps blowing me off, and is very rude. Ebay, paypal, and my bank say they can't do anything because this company won't return my money after they said they would. All i know is his name is ted p
