During the Hurricanes they could not keep the lights on the lost money so they ask for a rate increase or a one time surcharge, they were turned down so instead of giving credit to people whose lights were out for 2 or 3 weeks ths sents higher bills, and people who are disabled or not some recieved bills of 435.00 for one month for a house that had no lights for two weeks.
