Won't refund unused tuition for legitimate medical withdrawal

I attended Notter School Of Pastry Arts 24 Week Course starting October 18th. After 5 weeks I withdrew due to medical reasons (I torn a cartlidge and medial meniscus in right knee and more). I had surgery 12/8/10 by Dr. James Acker in Ormond Beach, Florida. I was on a three month leave of absence and returned February 7th. My doctor informed me he had to do more work in the surgery and it could take more than a year to recover. My body would be the judge. On the first day back, my leg reacted badly and I had to withdraw from school. I have emailed, sent certified mail with Doctor's letter, texted, and made many phone calls, with no resolve. According to their Student Handbook I am entitled to my unused hours (since my education was less than 50 percent of what I signed up for) within 30 days. They won't even acknowledge me even though the 30 days is past (March 9th). I did all that I was suppose to do and only one employee that can't help me will talk to me. I'm informed the "Financial Committee" is always in a meeting. I was also informed by this employee that I would be receiving a refund, it was processed, but still nothing and this person could not give me any answers. I have done nothing wrong and have followed the rules that they have set up and they owe me over $16,000 of the $21,600.00 that I paid in full before my class started via personal check. I understood that I owed for those hours at school, plus tools and uniforms, that still leaves more than $16,000. As of today, I have received nothing, not even a message from them.
