Liers, Cheaters, Promised refund and now can't find web site no response to phone call

I purchased a Postal Exams manual to prepare for the Postal Exam, and wanted to return the book. A woman told me in Nov to call back on Jan. 6th 2010 to receive the RA # (Refund Authorization #). I called on 1/6 and 1/7 and the phone rings busy, the web site does NOT exist, so I am stock with the book, that they did NOT want to give me the RA# within the allotted time.
