Handicap. Don't realize crediting an account isn't ADDING more charges to total! Ripoff

I cancelled my account back in May of '07. I received my last bill in the amount of $1,033.00 but it needed to be revised due to losts of technical problems I encountered during the active time of service. Repair techs came out on service claims, hours and hours of phone "calls" (arguements), transfered to & from every single department within AT&T-some a couple of times, etc. Finally, about a month ago I spoke with ANOTHER rep at AT&T who stated that they would be contacting me at my home phone with the total amount due after all the credits were deducted. The credits to my bill were to be every call between 1-3 minutes was being credited back to me, considering theses calls were all collect calls!!! Very expensive. I never received a phone call, so I've called back to fololow through myself. Still nothing! So I finally get a notice in the mail on Aug. 28th which was sent on Aug. 23rd regarding my former accounts outstanding total of $19.50."Failure to pay the outstanding balance..." yada yada yada. So the same day of receiving the notice I call AT&T to pay the amount stated. Only to hear the rep tell me my outstanding bill is a little shy of $1400.00 and the $19.50 is a separate amount due from the NEW account made in July of '07!!! My account was terminated in May. I still received bills so in the middle of June or end of June, I called AGAIN to cancel which I have a confirmation code. Where is this new charge made in July coming from? Where are my credits owed? How is my bill getting higher?
