Ripoff fraud deceptice practices

In looking for Cell Phone, I found ad on EBay selling NEW IPAQ PHONE complete with accessories. I purchased phone and it was a USED phone missing accesssories. I complained on EBay and seller agreed to issue me a full refund via CHECK for the item. I sent the item back and they have now refused to refund the money, stating "it is unsafe to send a refund check in the mail."

Now they have the phone and my $300 they now refuse to refund.
