NES runs a monopoly and rips off test takers in its refund policy Sacramento California

To all future teachers:

If you are about to take the CSET exam, and you are forced to sign-up this test with NES, Inc. (the only testing agency in California for all teacher's exams), be careful! I recently signed up for the 2005 CSET, and had to move from Riverside County to Los Angeles County during the time of my test date. The company issued me a voucher only good for the test for the 2006 enrollments and refused to give me a refund. When I moved, unfortunately, it was lost. So, I called NES, Inc. To issue me a new voucher, and they refused.

I had to pay to register again for the 2006 exam. The total cost of the two registration is over $400. Since, I didn't take the first exam that I signed up for, I didn't think I am obligated to pay for the exam. I called my credit card company and challenged the charge. Then, I got a call from NES, Inc. Saying that the second exam I signed up for will have a voided score, because I refused to pay for the first exam that I never took. I didn't think that was fair since I paid for the second test. I had no choice but to cancel my exam. I didn't think becoming a teacher would cost this much money before I even made a dime as a teacher. No wonder California has a shortage of teachers. The barrier to entry is too high!

Since NES, Inc. Is a corporation not a government agency, I feel like they are running either a monopoly or oligopoly in the teacher testing market. Their refund policy is the worst business policy I have ever seen. Since I have no choice but to agree to the policy when I signed up for the exam, I was forced to abide by the policy. If you disagree to their policy, you can't take the exam.

God forbid if you ever lose anything in your life! If you want to be a teacher in the state where NES, Inc. Is the only agency for those testing, be sure you don't change your testing date or lose your voucher. Otherwise, you'll have to pay twice for an exam you're about to take.
