Landscape by Design (Chris Blair) Bailed on Irrigation Job Leaving Our Wallets Dry - Cleveland/Chattanooga, TN

Cutting Edge (Nathan Sampley) recommended Chris Blair for our irrigation needs.

Saturday, April 5, I phoned Chris Blair about obtaining an estimate. Blair informed us that he would be up the next week to look at property.

Monday, April 7, Blair showed up at our home and provided a written estimate to my husband. The estimate was for $2750. He charged us $550 per zone, which he said was a $200 discount from his normal price since we came recommended. These five zones included 24 sprinkler heads for the yard and 6 pop up heads for our flowerbed.

Friday, April 11, Blair showed up at home to discuss details of installation. He informed me and my husband that the job would only take 2 days and that he could install the yard in his sleep because it was such an easy job. Blair knew that I was going out of town (Dallas, TX) for business and informed me that he job would be completed upon my return. Because of this, I made the MISTAKE of paying in full.in hindsight, I should have only paid the 50% required down payment for the job and paid the remaining 50% upon job completion.

Monday, April 14, Blair cashed the check. Blair had problems starting the job on time due to the City of Cleveland not marking underground wires for him to commence digging trenches or so he said.

Friday, April 18, one of Blairs workers showed up to begin to dig trenches. My husband had taken this day off of work because Blair informed him that someone had to be home to access the garage to install the controller box. After 10 AM that day, the crew left and never returned for the remainder of the day. No one knocked on door to access garage.

O My husband made two phone calls that day to Blair to question why no one was working on the yard: 10:14 AM, 2:49 PM

After that point, several phone calls were made by my husband to Blair to complete the job:

Wednesday, April 23:3: 31 PM
Thursday, April 24:3: 57 PM, 6:06 PM
Monday, April 28:6: 09 PM
Wednesday, April 30:2: 26 PM

The crew came out at least two more times to work on the yard. They managed to get the unit installed in the garage and place sprinkler heads in the yard. They still never capped the piped water lines that did not need sprinkler heads. (His crew messed up by putting in extra piping lines than needed, and these needed to be capped off.)

Friday, May 2, I phoned Blair. He immediately responded with "Oh, I didn't have your number, " which made me suspect that he was screening phone calls and only answered my phone call because he did not have my phone number saved. Blair spoke about his wife complaining that he wasn't spending enough time with their kids and that he had obligations to his family. He explained that he was behind on other jobs but guaranteed me that he'd be at our home Saturday, May 3 to finish the job.

Saturday, May 3, it rained all day. Blair never phoned to reschedule.

Friday, May 9, my husband called Blair. My husband and I agreed to wait one week until the last phone conversation to phone Blair. We were giving him the opportunity to call us since that would have been good business practice. My husband voiced to Blair, via voicemail, that we were very frustrated with him and couldn't understand why he was ignoring our phone calls.

Monday, May 12, I phoned Blair at 5:04 PM on my way home. Naturally, Blair did not answer phone. I left Blair a message demanding him to return our phone call within 24 hours, or we would contact a third party in the form of BBB to help our issue. Blair never returned phone call.

Tuesday, May 13, I phoned Blair, at 5:15 PM, again to see if he would answer his phone before filing a complaint w / the BBB.

When Blair didn't answer his phone again, a formal complaint was registered w / the BBB the night of Tuesday, May 13.

Wednesday, May 14, BBB informed Blair of complaint via phone call.

Tuesday, May 27, I gave a former co-worker Blair's phone number to call him to see if he was screening phone calls. Blair answers phone. My coworker recapped the phone conversation: "He answered, I asked to speak with Wayne, he stated "{insert name} you have the wrong number there", I apologized and he said no problem, very polite, friendly and cordial. He definitely has caller ID"

Wednesday, May 28, my husband called BBB to inform them that Blair is answering his phone but that he was not answering our calls. BBB sent Blair a written complaint.

Saturday, May 31, I took pictures of the yard prepping for lawsuit.

Monday, June 2, my husband and I drove to the address on the contract to determine if the address was a real address or a bogus address. We saw Chris Blair sitting in his truck at his home. When we doubled back by the house to drive out of the neighborhood, Blair had changed the position of his truck (backed into driveway) and was still sitting in truck. As my car approached his house, he purposely looked the other way.

Tuesday, June 3, my husband called Blair from his work phone. No answer.

Thursday, June 5, BBB sent Blair a certified mail copy of the complaint urging him to respond.

Monday, June 9, I filed civil law suit in Bradley County.

Wednesday, June 18, Blair was a no show for the case. Judge ruled in our favor a payout of $2000 10% interest. I wonder if we'll even recoup the cost!

What Blair left undone:
Flowerbed irrigation installation
Completion of installing sprinkler heads and covering trenches (where valves are)
o A total of 13 sprinkler heads have been installed. Sprinkler heads still need to be installed on the left hand side of the house.
