J.R. Construction Unable to perform the job, and try to get most of the money for the job up front

The contract call for contractor to provide blue prints by Dec-29 He didnot perform and try to get more money from us by making a blue print and the city did not issue permits for constuction.
The contractor try to make us sign a new contract for more money that the original contract.
