Kohl’s Department Store - Return Policy Technique

I purchased something special collection along with a budget on 12/11 from Kohlis at New Meadows, NY. On 12/18, I return these things without starting these things towards the shop using the unique bill. Kohlis billed me 15% of the item cost. I am surprised about this. There's no-return policy shown about the wall.
