Falsified records to gain monetary income

In march, I received 3 tickets for a parked vehicle. This vehicle was non-functional since November.1 ticket was for expired vehicle plate tags. My tag was good until August. The second ticket was for being parked at a crosswalk. It was not and I have witnesses. The third was for abandoned vehicle for more than seven days.

I was guilty of that and payed the fine. $75.00 dollars. I went to a hearing at 2550 w. Addison. Tickets 1 & 2 were dismissed. Reason was a billing error. The ticket for the abandoned vehicle was payed. Now they are sending me notices that I never payed that ticket, and they have the wrong ticket number associated with the abandoned vehicle ticket, took the money I sent them for that ticket and won't even acknowledge I payed them, and have doubled the amount for the original fine I already paid.

I have sent them proof of their error and asked them to correct their records, But they state a final judgment has been entered and cannot be changed. Short of suing them, which I don't have the money to do, What can be done about this moral atrocity and corruption from their system? Note* If they did this to me, there is more people they did this to. Could we be looking at a class action suit?
