Would not provide me the title of the car I purchased

On July 30 I responded to an ad in paper. It was for a 1999 Saturn. I spoke to Mario Camareri and we met at a local Starbucks in Las Vegas. I test drove the car and proceeded to buy it. The car was registered in CA and Mario had a pre signed Vehicle Purchase Order signed by Philip Pierce of Mr.international.

I signed the agreement and gave Mario the check.insted of giving me the title he gave an application for a replacement title along with a photo copy of the title. It was a CA DMV's application signed by Philip Pierce and the copy showed the original title was from Massachusetts. I hesitated about not having the title but Mario assured me that I can take all this paperwork to the DMV and will not have any problem.

A couple of days later I took the paperwork to the DMV's office in Las Vegas. They said the title application is CA paperwork and it didn't mean anything to them. However based on the purchase order they registred the car in my name and I was able to get NV license plates.

I immediatley called Mario and told him about the situation. He acted all surprised and sai he would talk to his "friend" Philip in CA. I did not hear back from him for 2 more days and called him again. After going back and forth a few times he told me to call Philip in CA directly. I called Philip and explained the whole situation.

He instructed me to send the title paperwork back to him. He said he would apply for the title in CA and as soon as he gets it, would sign it over and send it to me. I sent him the paperowrk via overnight mail.

I called him about a month later and he said he had applied for the title but had not heard anything yet and told me to be patient. I called him again about a month after that. He was very rude and said he would call me back but never did. I tried calling him one more time but he hung up.

Right now I have the car registered in my name but do not have the title. I will not be able to resell the car without it. Can anyone out there help me? Can I sue this crook, "Philip Pierce"? Do I have a crminal compalint against him if I went to the Police. If yes, where would I file it? In Las Vegas or Van Nuys, CA?
