There is a "company" in Minneapolis being hired out by Hollywood Video and possibly other establishments. Really, it is just two guys in their 20's who sit in an unmarked car, smoking cigarettes, and immobilize people's cars with a restrictive boot if you wrongfully park in a parking space. They then demand $100 from you IN CASH before they will take the boot off. If you don't pay, your car will be towed.
I parked in a Hollywood Video spot, went into a different store before going into Hollywood Video, and before I had the chance to go into Hollywood Video, they placed this boot on my car.
I don't have a problem with getting a ticket if you illegally park, however, this "business" is sketchy because:
1. They would not give me their name
2. They told me that their unmarked car's license plate could not be tracked back to them
3. They will only accept cash
4. The phone number you are supposed to call is an answering machine
5. Their address is a PO Box
I sent them a greivance letter, and had to call twice as well as email them. Finally, after almost two months, I got a response, staing that they would not refund my money.
This is two lazy guys who can't get real jobs, so they rip off people in parking lots. Yes, you may have parked in a spot you weren't supposed to, but I have a problem giving cash to two jerks in an unmarked car with no real address and only an answering machine when you call their "company" phone number.
Be aware if you park at hollywood video in dinkytown!!!
