Seawest Fiancial After another company paid my car loan off with Seawest, Seawest refused to send them the title

Citifiancial paid off my car loan from Seawest almost a year ago... To this date (Nov. 29) Seawest has not sent my car title to Citifiancial... My new loan company has written Seawest and tried to call them... The phone numbers they had no longer work, and no answer has been recieved from the numberous letters. I now have to apply for a lost title. Where is Seawest? Are they hiding??? Shame on them!!!
