Healthcare recoveries ins got a colletion letter for a bill dated for service back in 1995

I got this letter that was for service way back in May of 1995. I know this is way past SOL is there a best way to write this letter to tell this agency they are way past SOL and they must the attemots to collect this any advice will be greatful.

I already know stay off the phone and do not talk to them
