False billing never had a credit card or charge

I recieved a billing from Westmoreland agency, "a Capital One company.
PO Box 85522 Richmond, Virginia, 232855-5523.

This address was on the billing demand.
The outer envelope's address is, PO Box 85149 Richmond, VA. 23295-0001.

Westmoreland claims I made a charge 06/28/1999 in the ammount of $152.58 from FCNB - Spiegel. They give an old account number and also give a new account number assigned to me.

I have never had a charge card with Spiegel.in fact I gave up credit cards ten years ago. I've not had one at all of any kind. Today in the mail, I recieve this bill via a collection agency and Must reply by 08/20/04 and pay up the bill or call their 800-758-3036 phone number and make payment now, or wreck my credit status.

I've not responded yet to their demands. I'm not sure I should after reading the information on this site about this company. Any advice is greatly welcomed.
