Makes deals and then backs out! What do I do? Rips you off and lies to get money!

For a couple of months Ocwen has harassed husband and me to obtain money for an account that was written off over 10 years ago.in 1998 we bought a house and had to clear off everything on my credit report before we could purchase the house. Now in 2004 Ocwen calls and states they have taken over collection on the account I thought we took care of a long time ago. Since a great period of time has gone by I no longer have proof and figured maybe we missed one.

The balance on my credit report that was charged off and shows a date of last activity in 1992 was $1245. Ocwen claims I owe $3900. They of course can not tell me why the difference. They tell me it may be something in my agreement or late fees or a host of other charges I've been accumlating since. I explained they can't continue to charge me fees after the account is written off.

Ocwen made an offer of 45% of the $3900 offer. I counter-offered $700.00 of the $1245 balance. On 24 April their customer service rep Hina accepted the $700 and the account would be considered paid in full. She was extremely rude to me and tried to harass me into giving her my account information so they could do an electronic check. I told her I would send it via priority mail. She told me they had to have it by the end of the month. I told her she would have it by than. She thanked me for taking care of this account.

On 26 April I sent it via USPS Express mail to the address she provided reluctantly gave me. I included a letter stating I enclosed the amount we agreed upon and by cashing the check they would consider it paid in full.

On 27 April I got another harassing phone call from Hina stating I didn't make the payment as agreed upon. I told her I have proof from the USPS website showing Ocwen received the money on 27 April at 10:17 A.M. And was signed for by T. Nelson. She told me they would have to look for the payment. My husband came home from work and was so upset he immediately called Ocwen and was told it would take 24 hours for the payment to post.

Now on 29 April Hina calls me again and told me they were returning my check and wanted the full payment of over $3900. This absolutely violates the verbal agreement they made with me via the phone. I kept up my end of the bargin. Now what action do I take? Can I get in on this class action lawsuit? I'm tired of the harassing phone calls and broken deals.
