Ripoff free checking that lets checks go through with no money in the account

I hate this I have ran into the same problem I had with charter one these banks are trying to rip people OFF!!! They let these checks go through with no money in the account. Then they send me to collections through them and their collection representatives call and don't know how to leave messages, they also call and hang up. It is annoying.
