Ripoff innocent people of $279

In January i applied for an unsecured MasterCard online. A couple of days later, i received a phone call from a customer representative from Imperial Benefits by the name of Jessica Turner. She explained to me this was a credit card to rebuild my credit. I agreed and the amount of $279 was taken from my checking account. I was told i would receive the card by the first week in February. The end of February came, and still no card. These people had my money since January 23rd so i should've received my card. I called the phone number and got a very rude customer representative. He told me i should receive my card by the end of the week. I didn't.

I made another phone call the beginning of the week, and got the same rude customer representative. I asked to speak to a supervisor and was told "He is at a meeting. What good would it do you anyway?". Well, by the end of the week i received my "package" in the mail. Excited that i finally got my credit card, i ripped open the box to find no credit card. There was though an application for a Freedom Cash Card by MasterCard. Now they were asking me for a fee of $39.95 ($27.95 for card processing and setup fee and $12 for the initial load on the card). I was also promised a credit line of $3000 and now it suddenly dropped to $2500. I never sent the money and the application back. Now i'm just trying to get my refund from this "SCUM" of a company.
