Received offer in mail for credit card on bogus finance fees ripoff

In an effort to get some credit established for myself I applied for the credit card from FIrst National Credit Card titled Legacy Visa... I knew I would only get a low limit which was okay cause that would be manageable for me as a young married person.

As soon as I got the card with only a $250 limit I went to store to make a few small purchases for kids Xmas shopping totaling less than $30... The card was declined and I was very embarrassed having to leave my items on counter at the check out.

I tried calling the number on reverse of the credit card
and only got a recording stating next payment of $30 due
in one month and outstanding balance of $195.00, available credit of $10! Then pressed number option to speak with a customer service rep. And got recording no one available call back another time. What the hell is this all about?

A red flag went up in my head... I have just been scammed. Without even using this dam card they are stating so many finance charges and fees due that now I am deeper in the whole without even using this card at all! I was aware about an annual fee of $50 but what in the world is a acceptance fee ($119).. And participation fee ($72 annually) a processing fee and additional card fee!!! As soon as I can get some one to respond to me in writing or talk to someone on the phone I can get back to this website and report if they can explain to me how this is legal... And how they can sleep at night!
