Company continues to withdraw money after promising a refund for not completing my loan modification

I was a little desperate, it's true-he said he would help me. Talked about how honest he was because he lived with his grandma! Well, it turns out my application for a laon modification was received by company, but not reviewed at all, just left on someone's desk. Spoke to company, filled out paperwork for refund, but they continue to withdraw money on an "old" debit card number. I have contacted the police and filed a fraud report and I will continue to find government agencies which "bust" companies like this one-unethical!
