Overdraft charges

I left a small bank to come to TD Bank. I thought it was a wise move, considering all that had happened last year with banking. Saying I was wrong is an understatement! I have never heard of being charged overdraft charges when you technically never overdrew. I was also informed of somethng called "highest to lowest", where they can take your transactions and move them around. It doesnt sound like a huge deal unless you accidentally over draw once.instead of paying a penalty of $35, which I would be more than happy to do for my mistake, I end up paying several. They justify doing this by explaining that your last transaction was higher than your previous ones, therefore taking the highest transaction out first. This doesnt sound legal to me, let alone ethical. It does not matter when you actually swipe your card. I have tried repeatedly to talk to customer service and am told every time that there is nothing they can do. They have literally stolen hundreds of dollars from me. They're own employees admit that it doesnt make sense and will tell you they are sorry, but not one person will explain how they are able to do this. Aren't there laws to prevent banks from moving around transactions so that they can turn one overdraft fee into many?
