Took $100 for debit hold on pin based transaction, still wont return the money

I was unemployed in October. I am currently receiving unemployment from the state of Arizona and each week I file my claim the $216 I receive is placed in a Chase bank account.

I was given a chase visa debit card to access the money in the cash account.

I received a payment of $216 dollars on 3/2
By Sunday 3/8 I had used the card four times for a total of $129.88

On Sunday 3/8 I used my pin number at Sam's club to purchase $20.00 in gas.

30 minutes later I tried to buy $2.61 worth of potatos at Fry's grocery store and the card was declined. I used my CU card and drove home.

I got online and checked my Chase statement and it showed I was $11.09 negative account balance.

It also showed the $20.00 purchase at Sam's club posted.

On Monday I called the number on my card and was told that a hold for $100 was placed on my card by Sam's club for the gas I pumped. That normally the hold is removed within 2 hours and I would have to talk to Sam's to release the hold.

I went to Sam's club and the manager told me they did not place a hold and pulled up my account and it showed the $20.00 gas purchase.

We then called Chase again and this time the rep tells the manager that Chase is holding the money and he had to fax a release authorazation which would release the hold in 24 hours.

He faxed that at 3pm Monday 3/9.

Monday afternoon my unemployment payment for the week ending on 3/9 was placed into the Chase account. Chase promtly removed $11.09 they say was negative leaving me $204.91

3 emails to customer service went unanswered until 3/12

2 more phone calls to customer service resulted in them telling me Sam's club was holding my money, not them.

On Wednesday 3/11 I took $200 from a Chase atm leaving a balance of $4.91.

As of today 3/12 my balace remains $4.91.

The email responses from Chase today still say Sam's club is to blame and they are holding my money.

I have proof they are lying as I purchased $30.00 in Gas from Sam's club on 3/11 using my Credit union visa debit card and pin number.

1 hour later I purchased lunch with the same card and had no problems. I only had $100.00 in the account when I bought the gas so no hold was placed by Sam's club.

Fact: Pin number based transactions at gas pumps are done in real time and the final amount of the purchase is sent to the banks computer as soon as you finish pumping your gas.

Proof: the $20.00 amount was on my Chase account statement 1 hour after I got the $20.00 in gas on 3/8.

Fact: Per Chase's own website pin based debit transactions are released almost immediatly as soon as the final amount is sent.in this case they have a record of and took the $20.00.

I also question why the $100 hold was authorized in the first place as it put my account negative $11.09 and should have been declined.

I am sure Chase is doing this to make interest off the held money which is now going on 5 days. Times $100 times 1000's of transactions and it adds up to big money.

They don't care that I can't buy food for my family, when they take what little I had left and refuse to give it back.

This is a true ripoff against someone who has nothing left and every penny counts.

I have sent a form to The department of economic security to send my future payments to my Credit union account, but that does not help me get my money back that they took.

This company took taxpayer funds and is holding them.
