$41 for a 3 minute phone call and credit card number fraud

We were stuck in the puerta plata airport in the dominican republic in jun 08 and had to make a phone call from a "pay phone." we had to use our credit card to change our reservations since our flight was delayed by 10 hours. The three minute phone call cost $41.91. What is worse is that 7 days later our credit card was used 8 times at 4 different gas stations in lutz, fl on the exact same day. I live in tx! They made 8 different charges below $100 to not raise any alarms
