Ripoff got letter for platinum card check cleared bank no card yet want money back help consumer rip-off fraud

I got a letter in the mail telling me i was already guaranteed acceptance for a for credit card at a small membership fee of $45.00 or $49.00 to get it express. For a platinum card from cosumer first, it has been 18 days and i have heard nothing from them. The check has cleared the bank. How can i get my money back. Any help would be nice. Thank you.
