The return address on the ORDER OF WITHHOLDING FROM EARNINGS shows:
State of California; California Student Aid Commission; C/O NCO Financial Systems Inc.; P.O. Box 9064-WWU; Dublin, OH 43017

I've NEVER attended any school in the state of California.

Additionally, the address where the garnished wages are to be sent is:
NCO Financial Systems Inc.; P.O. Box 929; Brookfield, WI 53008-0929

It states, in part, "For details on your wage garnishment responsibilities, please refer to the U.S. Department of Education's employer Web site at http://www.ed. Gov/offices/OSFAP/DCS/awg. Employers. Guide.html."
