Took 49.95 out of my account and gave me a debit card with NO balance on it

I was applying for a CC and this company EDP took 49.95 out of my checking account and there is no balance on this card I checked, I cannot get ahold of the company and I am out of my money. I have the card and went t o look at all the fees that it charges and it is NOT A CREDIT CARD.
