Refuses to Acknowledge Disputed Debt

Arrow Financial purchased a debt that was a result of my being laid off after 9/11/01. I was unemployed for almost 4 years. The debt was supposed to be covered by a "Payment Protection Plan" that was sold to me by the creditor (Direct Merchant's Bank/Metris). However, the credit card company sold the debt to Arrow Financial as soon as I was eligible to file a claim on the plan.

I disputed the debt, on the grounds that the creditor sold me a defective product (the so-called Payment Protection Plan) that was supposed to have paid the debt if I lost my job. However Arrow Financial refused to even acknowledge my dispute or provide proof of the debt. Additionally agents of Arrow continued to harass me by phone despite a certified letter telling them to cease and desist in March. They did stop calling after I filed a complaint with the Federal Trade Commission in SEPTEMBER.

Arrow Financial continues to show the debt as an open collection account, despite the fact that there is a four-year statute of limitation on collections in the state of California. I called Arrow Financial and they refused to discuss the matter with me unless I lifted the cease and desist order that prevents them from calling me. As far as I know, that order only prevents them from calling me, and does not forbid be to call them.
