Ripoff dishonest fraudulent billing

First capital consumers charged me with $199.00 dolars to give me a credit card since 4 months ago, however, the card never arrived and I had not receive any refund yet.

They always had an excuse. First that I was suppose to fill a format that was on the way, after I send it, that it will take them 3 weeks or more to send the card to me.
Later that the card was (probably) late but that I will probably was on the way, and I will receive it during the first week of september. Now that if I want a return I must send them my bank statement as a prove. Wich I dont understand, a prove that they ever charge me? Apparently they do have all the information in the computer system even the date they took the money out, then? Also they said there is not any manager available to attend me.

It is very hard to get communication with them as they are most of the time unavailable.
