Nfs fee and adding charges on negative fees on an account that has no money in it

I notified the bank of fraud that i lost my Card and they still let attempted withdrawals that they allowed wants me to pay it's up to $900 negative balance i wanted the account closed but they said i have to have a $0 balance they did'nt pay any of this money out there proceeds so why should i pay the bank this fee I contacted The FBI & FTC to Investigate also they notified the chexsystems so i can't open a new bank account
