Keep charging over the limit fees even though i brought it under the limit Philadelphia pa

I was charged over the limint fees of $39 even though i brought my account uunder the limit they said the finance charges bring me over and they will charge me again next month even if i pay up under the limit again the y ignored me when i asked them to close my account and then hung up on me!
